Job Summary
Lwala Community Alliance is seeking a seasoned and strategic People and Culture Manager to lead the delivery of high-impact, efficient and people-centered people and Culture services. Based in Migori County, this role will collaborate closely with the broader People and Culture team to ensure consistent implementation of strategies, systems and policies across the organization. The People and Culture Manager will provide on-the-ground oversight and hands-on support to staff and departmental teams, ensuring alignment with Lwala’s People and Culture framework while fostering a culture of excellence, equity, and accountability. The role will lead key initiatives in HR administration, performance management, talent development, and compliance contributing to organizational effectiveness and employee satisfaction.
Key Responsibilities
Performance Management
- Ensure that all staff have valid employment contracts and job descriptions to aid in their understanding of expectations on their roles.
- Assist newly recruited staff and their Line Managers to adhere to Probation Objectives and the accompanying confirmation of employment.
- Track staff members Objectives and Key Results and adherence to performance appraisal timelines. Prepare annual performance reports.
- Schedule and track 360 degree evaluations.
- Implement all actions based on the outcome of performance appraisals such as incentives/merit increases, training, coaching, promotions and performance improvement plans.
Recruitment
- Using the staffing establishment and while adhering to budgets, ensure that recruitments follow the stipulated recruitment policy and procedures.
- Build a talent pipeline for Lwala that ensures an adequate database of talent for both contracted staff and part time staff.
- Manage fellowships and volunteer hiring processes.
- Liaise with service providers to ensure that all work permits, special passes, and related requirements are adhered to.
- Develop onboarding schedules for new hires, in liaison with various team members.
Staff Benefits Management
- Assist the People & Culture Director in conducting market surveys for salaries and benefits within the sector.
- Manage employee benefits including pension, medical insurance, Workman Injury Benefits Act, Group Life Insurances among others.
Human Resource Information Systems Management
- In liaison with the P&C Director, ensure that data and information in the ERP is accurate and updated.
- Manage staff data and process this information in line with the Data Protection Act 2019. • Secure digital and physical staff information such as staff files and confidential correspondences.
People and Culture Administration
- Ensure that all service providers engaged by the People & Culture Department have valid contracts or Service Level Agreements.
- Manage relationships with external parties, attend to visitors who require P&C support and represent the department professionally to external stakeholders.
- Manage all payments to service providers.
- Schedule people and culture events and meetings as required.
Qualifications and Experience
- Minimum of 7 years of progressive experience in Human Resource Management or related work, with at least 3 years in a managerial or leadership position.
- Bachelor’s degree in Human Resource Management, Business Administration, Organizational Development, or a related field. A Master’s degree in a relevant discipline is an added advantage.
- Certified Human Resource Professional – Kenya (CHRP-K), demonstrating solid technical grounding in HR practices and compliance.
- Member of the Institute of Human Resource Management (IHRM), in good standing
- Proven experience in developing and implementing HR strategies, policies, and procedures aligned with organizational goals.
- Strong knowledge and experience in Kenya Labour Laws, employee relations, performance management, recruitment, talent development, and organizational culture.
- Demonstrated ability to lead and support diversity, equity, and inclusion (DEI) initiatives.
- High proficiency in HR Information Systems (HRIS); familiarity with tools such as Power BI, payroll systems, and digital performance management systems is a plus.
- Excellent interpersonal, leadership, communication, and conflict resolution skills, with the ability to influence and build relationships at all organizational levels.
- Experience working in NGO or development sector settings and exposure to cross-cultural work environments is highly desirable.
